  • Payment InstitutionPIUnder PSD2: provide payment services without issuing e-money — the classic licence for PSPs and acquirers.
    Permitted activities
    PSD2 payment services as authorised by the home-state competent authority (listed on the EBA Payment Institutions Register).
    Typical holders
    EEA PSPs and acquirers that do not issue e-money.
    Application path
    Authorisation by the national competent authority; listed on the EBA register, with passporting notifications for host states.
    Key limits
    Own-funds and safeguarding rules apply. Passporting does not replace local AML registration where required.
